Background
  • The Department of Planning and Building Control was established through the Perbadanan Labuan Act 2001 [Act 609]
  • First started operation at 1st Floor, Wisma Wong Wo Lo, Jalan Tun Mustapha
 
Objective
  • Turn The Federal Territory of Labuan into an overall balanced and developed island.
  • Ensure all types of development have followed the stated policy and the current legislation needs.
  • Create a harmonious environment as a place of living, working and leisure.
  • Coordinate planning and development needs through the referral of guidelines and related standards
  • Create a computerized ‘collect and coordinate' information planning system.
  • Ensure the administration of departments be implemented efficiently in align with managements aspiration.
 
Functions
  • Be responsible for matters pertaining to physical planning with a scope that covers redevelopment, relocation and control of existing developments.
  • To outline proposed development projects under the Malaysia Plan.
  • To process applications for Planning Permission and to carry out one-stop operations centre.
  • To process applications for the Approval of Layout and Landscaping, Buildings, Detached and Village Houses and Renovations plans.
  • To process applications for the Approval of Sub-Division of Lots and Change of Land Use plans.
  • To process Applications for Business Licenses as well as for Land Approval.
  • To dispense an advisory and coordination service for the Landscaping Projects of Perbadanan Labuan to the Consultants and Developers.
  • To give advice on planning and development to the Government Authorities in Labuan; as well as to individuals and the private sector.
 
The Client's Charter
  • Provide warm service to each client.
  • Ensure all clients query be attended to within 20 minutes.
  • Process COMPLETED applications for Permission to Map Building Plans (new/ amendment) and Dividing Borders/Sections Plan received from Local Center Unit within four (4) months
  • Technical consultancy for Permission to Map Building Plans (new / amendment) and Dividing Borders/Sections Plan received from Local Center Unit within twenty-one (21) days
  • Doing site visits and technical reviews for Application of Planning Query and Certificate of Eligibility within fourteen (14) days.
  • Investigate all public complaints relating to planning within 3 days and take immediate subsequent action (if needed)
  • Review suitability of Business Premise Amendment status within three (3) days using the Pre-Lis system.
  • Ensure all planning researches are ready within timeframe.
